Mend Maxim MX11-69 Box Bbc1 Channels

why does the box put BBc1, BBC2, & ITV1 into the 800 channels?

I have retuned the box as specified due to an upgrade on the transmmitor but the first 4 standard channels will not load except in the 800 range of channels.
What can I do to correct this?
