CAN WE CHANGE A WASHER ON A TAP WITHOUT TURNING THE MAIN WATER SUPPLY OFF.

Nope sorry - unless its of the ancient 'supatap' design - which I'm sure it isn't. Maybe there are isolator valves on the pipes leading to the taps - if you're lucky?
