Mend Sym City Hopper Unable Remove Front

UNABLE TO REMOVE FRONT WHEEL ?

I am trying to remove the front wheel on my Sym City Hopper moped so that the tyre can be changed. Problem is that the spindle won't release the wheel, it just keeps spinning

Is it possible to grip the spindle at the other end? Sometimes the spindle has a hole drilled in it where you pass a bar through, rather than having another hexagon to turn.
