Rear brakes on tl turbo not working?

Have a bedford tl turbo horsebox,the rear brakes are not working when foot brake applied but fine when handbrake on why?

sounds like load sensing valve out of ajustment or siezed,could also be rear wheel cylinders seized [but unlikely for all to be seized] if get someone to press brake pedal you should see movement on load valve linkage if not siezed.
