If necessary remove the top cover of the machine,(power off) and disconnect the flexible hoses from the dispenser. Check if theyre blocked. The dispenser itself can be separated - generally held together with plastic clips. Clean out any crud or hardened detergent. Check for water scale causing the inlet jet to misdirect. Disconnect and check the 3 inch hose which runs from the dispenser tray to the drum for internal blockages. On top of the drum you will see a black one inch diameter hose that goes from the drum to the soap drawer and also down to the pump at the bottom of the machine. This pipe releases air pressure during the fill cycle and if blocked will cause flooding from soap drawer. Pull it off the drum at the top and blow down it to make sure its not blocked.
Fabric conditioner is taken from the detergent tray by siphon action. Most likely flexible siphon pipe is blocked. Power off, drag machine out onto the floor, remove machine top, identify the pipe coming from the softener compartment, detach and clean. The siphon action to lift conditioner is generally activated by a mechanical linkage from on of the cams on the programmer. Some other machines have a small motor to activate the conditioner dispenser. Check any linkages, after that disassemble the dispenser body to check for internal blockages in the air channels.
