Help with Citroen Zantiea 1.9td, P reg?

Got a Citroen Xantia 1.9td, sometimes doesn't drive like a td eg, one minute flying next sluggish. Changed all filters, think turbo is working, any advice would be greatly appreciated as is lovely car but frustrating.
