peugeot 206 1999 diesel?

i turn on the wiper and they stuck to the window,now they dont work,i have checked the fuses that i know about,no joy,any ideas

If they were frozen to the screen the high current drawn should have blown a fuse, it will be high rating maybe 20 or 30 amps
