Mend Bosch SHU5314UC Dishwasher Drain

never empties?

We have a Bosch dishwasher SHU5314UC. There is a small basin in the bottom, underneath the fiine filter, which is *always* full of water. Is this normal? Shouldn't all the rinse water be pumped out at the end of the wash? Because it is wet all the time, yellow gunk accumulates.
