drafts faulty fitting?

i have terrible drafts around the right ,left top and bottom of my double glazing when windows are closed,it seems to be all windows.they have been fitted about 12 year ago and the problem seems to have been there since weve moved into the house 8 year ago..is there a way to repair this without going to the expense of double glazing.
