Could also be a stuck cut-off solenoid (on bottom of float bowl).

carb is blocked, needs rebuilding,kit costs about 10 to 12 bucks.soak crb in cleaner like sea-foam or carb clea,for an hour or two, then blow it out with compressed air.then replace all parts inside carb, such as needle and seat and small caps etc....
