BRIGGS AND STRATTON CRANKS WHY WON'T IT START? ?

A Briggs and Stratton engine model Family 7BSXS.1901VH 277307. My wife claims that I had drained the fuel prior to storing it in fall of 2007. In 2008 it probably wasn't used at all. In Fall of 2008 an attempt was made to start it and it ran then smoked, stalled and would not start again. It won't start now but the engine cranks with the start key, although not with the pull-cord. I recently removed the carburetor and cleaned it with carburetor cleaner thinking that there may be shellac build-up. If you suspect the carburetor, what did I miss while trying to clean it? Otherwise, what else would you suspect? Also, do these engines have points and condensers?

clean out the dirt in carborator or replace it. get new fuel lines change oil and spark plug. pour about half a cup of gas into the top of it. and mow. if it has had water damage its done for.

if you have fire to the plug. i would remove the air intake filter. turn engin over to see if you have air going in. if not remove the side plate to see if the valves are opening and closing. if not you have a bad camshaft. my bet is a bad camshaft. this engine is junk. james

Almost forgot. Intake valve could be stuck, not drawing any fuel into the cylinder. Check the compression...

Check for ignition spark, mice will chew anything especially the plug and ignition wiring. It does not have points and condenser. Another thing to check is the fuel line and shut off, make sure the fuel cap is venting. Throttle shaft and choke are operatiing properly...
