I am afraid that suggesting that the Freedom of Information Act has anything whatsoever to do with Internet access is complete nonsense. It because of rubbish like that that academics do not accept stuff off the WWW as stand-alone references.

The answer to your question is you don't . You do some school work and you may learn not to spout garbage about stuff that you don't understand like the person below.

The Freedom of Information Act was established to give the general public the right to obtain information held by public authorities.

firstly it is not against the law to block access to a web site.
if you want access, pay for your own internet connection.
secondly what good would it be if a school/college ect
allowed access to such sites, what would you learn from them? how to cheat exams maybe.

It is against the law (UK freedom of information act) to deny students access to personal networking sites - get your parents to write a polite letter to your head teacher requesting that you be granted the access you want. I'm sure that will work.
