Mend Bissell Clearview Hand Tool Floor

Bissell Clearview -Water dispenses from Hand tool but not from floor?

Could someone tell me why the bissel Clearview will disspense water from the hand tool and not the floor?. i checked the lines and could not see any reason for the water not to be sucked up? Im thinking the pump works correctly because it is able to dispense water from the hand tool.
