My Hoover Steam VAC has stopped dispencing water for the hand tool?

My Hoover Steam Model F5881-900 stopped dispensing water for the hand tool after I took the machine apart to clean under the shroud. When I reassembeled the the machine the first time the suction did not work properly and I noticed that the floor / hand tool indicater did not work when the handle was released. I took it apart and reassembled it and everything seemed fine until I went to use the hand tool. Does any one know what I could have assembled wrong to cause this? Is there somewhere I can get an exploded view diagram of this machine so I can double check my assembly?
