hailstead combi constantly running?

as soon as you turn the boiler on the heating kicks in,tested both mico s/w on the diverter valve, both ok,
disconnected room stat boiler still fires up,even with the room stat link open and clock disconnected, aslo changed main board, could it be the frost stat,if so anyone knows were it is located. boiler is finest gold
