how do I fix diaphram on vaccume ,11.5hp briggs & straton?

I have tried to "fix" diaphragms, but it never works. Best to buy a new one. I am assuming this is the vacuum diaphragm in the carb. Depending on the carb, the diaphragm may set on the gas tank, or on the side of the carb. I am using 3.5 and 5 hp engines as reference. I have just overhauled a 16 hp. Yours may be different. I also assumed that the fuel is NOT gravity feed.
