My baxi solo 2 boiler will not ignite the pilot?

My baxi solo 2 50pf will not ignite the pilot as the control light says the pilot is on when it is not, so when you call for heat the boiler on light comes on, then the fan should start next enabling the pilot to ignite but as the pilot on light is on all ready the fan cannot start because of this, even when the boiler is shut down the pilot on light remains lit, can anybody please help???
