Mend Shower Switch Cold

What is wrong with my shower?

I've just had a new mixer shower installed. When I switch it on water comes out scoulding hot. When I turn it to cold only drips of hot water come out and no cold at all. I've checked that the cold water tank tap is on but there is still no cold water coming out of the shower. Has my plumber installed the shower wrong?
