Hoover TC650 does not work?

I have the same problem as Mr. Bibby , Oct. 2007 . It appears no one has provided an answer.

The tumble drier does not heat
filter care light comes on
have cleaned filter etc , but problem persists
As an 'electrical engineer' I have checked the heating element which is ok. I hope to arrive at a quicker solution by asking someone who solved the problem. Could it be a defective thermal cut out? Some of the components are difficult to reach. A reply is much appreciated.
