how to reattach the starter cord on a walk behind rotary mower?

I need to replace or reattach the cord on my craftsman mower model # 917.377390. It's the cord that starts the mower. I have the top of mower disassembled but can't figure out where it goes.

Did the cord disconnect from the wheel that recoils it? or are you simply having trouble reattaching the wheel?
