Mend Honda 215 Pull Cord Model

Replace the starter pull cord on a Honda Harmony Mower model 215?

I have a Honda Harmony Mower model 215 and need to replace the pull cord on the starter. I've installed the cord, but the device won't automatically rewind after an initial pull. The owners manual provdes no information on this problem. What have I missed on this repair to get it to operate properly?

You need to prewind the pulley before installing the handle.
If it still doesn't return the spring is broke.
