Mend Microsoft Internet Explorer Blank

When I click on a link on a page the pop-up wont display?

Hi,
When ever i click on a link where the page should open in a new window, all i get is a blank window that will never load. I have the most up to date internet explorer with service pack 2 installed on xp pro.
