how to idle the engine down .the governer wont come back to idle. also a rubber strap about12 inches long and 7/8 wide. it was laying on the deck is it part of the mower or not if so where does it belong?can i down load a scamantic of thes mower from somewhere. the #;s off the mower are1998 huskee quick cut modle 13as698h31 44-9781-9 seral no.1 bo52b70017. please help me thank you.
