Bissell Steam Cleaner?

When I'm using my steam cleaner pressing the trigger for the solution to to come out, it works for only a minute then the part that spins stops then it doesn't do anything. It works when I use the water no problem

Sounds like the cleaner solution container is empty, so check that first. If there is cleaning solution in the container and the red vane doesn't spin, it's probably a broken pump belt. See page 19 of your owner's manual for instructions on replacing this belt. It's not very hard to do, and the belt costs about $4.
