how do I fix my bissell pro heat steam cleaner?

The steam cleaner works but the solution won't dispense out of the line?

The Bucket that holds the water has a hole at the bottom, there is a rubber ring seal that sometimes does not seat right, lift the bucket, the ring will still be at the bottom where the bucket sits, if it has come off, remove it and put it back on the bottom of the bucket.
