bissell ( Pro Heat- 6 Amps) steam cleaner power brush won't work?

How can I get my brush to spin ...I took it out and put a new fan belt on the brush thing...It still won't turn? I've taken it apart before to clean and it worked fine...Now that our lab threw up all over the carpet it decides not to work...Help please!!!
