how do you keep the head pressure up on a system in low ambient conditions?

fitting a fan speed controller is great, if you have a variable speed fan motor, i.e. invertor. and if you have an invertor motor, why would you fit a speed controller? units will work with an outdoor air inlet temp of = 7 deg c. dry bulb. 6 deg c wet bulb. anything lower than this , you will expierience lower than normal operating conditions.
