washing machine water level?

what adjustments are necessary to control water level in washing machine. IT ONLY FILLS TO LOW LEVEL

have you checked the drainage pipe is high enough. the drainage pipe should come out the back of the machine and go upwards at least 2 thirds of the machine before it reaches the drainage point.
If the drainage pipe is too low it syphons the water out of the machine and the water level will remain low.
