Mend Toilet Problem Flush Top

Toilet problem?

My toilet is a trickling to fill....If someone has just flushed it - its ages before it will flush again, Ive had the top off and looked in the cistern...the trickle fill never stops too!
Ive 'played about with the water level thingy (cant you tell Im a female with no knowledge...but willing to try!), but it just keeps filling
