fuel filter is usually (usually!) in the tank itself, attached to the petrol tap if there is one. what do you want to do to the carb? there are 2 screws (needle valves), one for idle and 1 for throttle, which control the amount of fuel entering the cylinder at the respective levels. there is quite a lot of tuning to be done to a carb.
