Mend Briggs & Stratton 14.5 Parts Mower Start

missing parts?

I have a 14.5 hp b&s lawn mower and it floods out every time i start it. the fuel comes right into the air filter chamber. Am I missing something in the carburetor, maybe a restrictor at the bottom of the fuel shaft or something??
