SOLUTION: On closer inspection I found that the switch lever was not slotting on to the next bar correctly. I moved the outer white casing a little and was able to re-position it corectly. It now turns off only when water boils :-) I guess the switch lever must have been forced at sometime.
I hate discarding things when otherwise in good order!

Replacement is the only cure, but for the cost of a kettle these days I wouldn't bother trying to fix it.
