HOW DO I PRIME PUMP. BISELL 1699 SERIES PROHEAT?

I CAN'T GET ANY WATER OR CLEANING FLUID TO COME OUT ON THE FLOOR. THE TANKS ARE BOTH FULL AND BOTH BELTS ARE GOOD. THE FLOW INDICATOR IS NOT TURNING. I HAVE TRYED TO PULL THE TRIGGER MANY TIMES BUT, STILL NO WATER COMES OUT ON THE FLOOR.
