Mend RCA ColorTrack Television Screen Repair

Is this something that can be fixed or is my RCA [TRASH] now?

This started a while back and occured [SOMETIMES] but now it's ALL THE TIME. When I turn on my RCA COLORTRACK all I get is a BLACK screen with a BRIGHT WHITE LINE in the center of the screen(horizontal). Can this be fixed or is it DUMPSTER-TIME?
