Mend Shower House Water

How can I fix my tiled shower seat that is leaking?

When my house was built the shower came with a built in shower seat. I knew water was leaking behind it because of the strong mildew smell. I removed the tile from top and front of seat. Water damage went all the way down to the plywood. How can I repair this?? I know the builders did it wrong. Or as cheap as possible.
