My washer will not empty `Hoover Quattro 1300 HQ130?

Water will not empty for the drum we have all ready checked for any blockage in the pipes there were some coins found but this did not cure the problem, so we removed the pump and found that there was some signs of heating on the pump so we replaced it ,made no difference,so check for power at the pump and found that there was only 160vac,were do i go next?
