adjust clutch on snapper LT12?

how to adjust clutch on snapper LT12 riding 33 inch mower, the rubber disk seems to be ok, but the tractor will not move.

check and make sure the shaft isnt turning inside of the yoke my lt12 quit moving to and i found out it was the shaft spinning inside the yoke by the motor
