Mend Hoover Logic Washing Machine Will Not Wash

Hoover Logic washing machine will not wash?

I have a Hoover Logic washer dryer. This has been in a house I rent out but the tenants said it was not spinning at the end of the cycle so I bought them a new one. On trying the machine myself it seems to spin fine but will not wash. It fills with water but does not know when to stop filling. Does anyone have any ideas please?
