I have a IBM Thinkpad 600E and it boots to a off and on screen.

It could be one of several things. (One of which is the fan so beware using it until you have fixed the problem.) The way to find out what the problem is is work your way through the diagnostics in the Hardware Maint. Manual. You can download that manual from www.lenovo.com. (Lenovo own all of IBM's PC assets now.)
