why is the cord hard to pull when starting my lawn mower?

I have a Vantage Tecumseh Rover Lawn mower. When I pull the cord to start it up, it has been hard to pull... I have never had any trouble with it before... It has petrol & oil, I rarely use it. also there is smoke coming out the side of the mower...
I have no clue what to do?

I siggest the blake brake is patially applied - possibly due to a frayed/stretched OPC cable?
