You may just be running the bath tap too fast.
Combi boilers are a variety of sizes, from 24 kw 35kw(wall mounted) There are some larger capacity free standing ones that will go higher.
The kw(kilowatt) rating determines how the boiler will deliver hot water at a variety of flow rates.
On average a 24kw boiler will give a temperature rise(from the temperature of the cold water giong into the boiler) of 35 degrees centigrade at a flow rate of 9.5 litres/min. A 28kw will give 35deg. at 11.5 l/m and so on.
The slower you run it the hotter it should get and the larger your boiler capacity the faster you should be able to run it.
Sorry if thats a bit jumbled but you get the picture.
Bath taps tend to have a larger supply pipe and a wider nozzle so they pass more water.
With practice you should be able to set the speed of the water so it's just right for getting into without adding cold. Running it too hot then adding cold is just burning more gas for no reason. One thing to remember is that the further away you are from the boiler will affect how long the temperature change caused by any adjustment at the tap to show itself at the tap(again, sorry if it's a bit jumbled)
There may be a fault on your boiler but try this first before you call some one out.
