hoover a1 130 error 3 can anyone please tell me what this means?

hi, we have had the same problem on our machine, error 3 in the hand book indicates that water is not draining away properly. We have found the cure which is remove the front lower pannel, unscrew filter and remove any foreign objects. However we have a current problem again, error 3 but there seems to be no objects in the filter, possibly a blocked or kinked discharge hose.
