The noise you can hear is probably coming from the power supply section of the set. Televisions have, for years, had 'switch mode' power supplies, which means that, in the event of a fault occurring the power supply section will shut down, rather than years ago when it would just go on supplying power, often leading to things smouldering and producing smoke. This is why modern TVs seldom produce smoke signals when faulty.
The design age of a TV is 7 years, (at least it was when I was in the trade). That means yours is probably at the point where it is uneconomic to repair. In any event, the forthcoming change to digital TV is also a factor.
If you can get it to a TV repair shop where they will give you a free estimate it is probably worth doing, as it might be something simple, such as dry joints on the line output transformer, (Philips sets used to suffer from that a lot).
Anything more than an hour's labour and it probably aint worth the bother.
