Mend Craftsman LT1000 Lawn Engine

2005 Craftsman LT1000 engine wont turn over?

I have a 2005 Craftsman LT1000. The battery was dying so I used to jump it with my car. I replaced the battery with a new one, and now the engine turns very slowly but not enough to turn over all the way and run. It just turns very slowly and then stops. Any suggestions? Anything would be appreciated, thank you!

I have been checking around the engine and have found that the bottom valve has alot of play and slides completely out while the top valve is snug and moving appropriately. Any suggestions on how to set the bottom valve correctly??
