Mend Hoover Steam Vac with SpinScrubber Brushes Stopped

Why have my brushes stopped in my Hoover?

My brushes have stopped circling in my Hoover. I've checked for hair/fibers possibly blocking their movement. Nothing. What other possibilities are there? It is a Hoover steam vac with the spinscrubber system

Does it have a belt? Have you replaced it?
You might have to clean off any rubber stuck to the driveshaft and roller first.
