My Neff B1451 oven does not heat on fan setting?

Almost certainly. You should be able to see whether the fan is going round at the back. Set it to off and use a torch. You can see it clearly. Turn it on. If the fan does not start to move, the fan motor is broken. I will cost about £160 to repair.
