Mend Baxi 130HE Valves Heating

can i clean myson thermostatic valves without draining the system?

heating system powered by baxi 130HE combi. Upstairs rads are all hot. Downstairs are cold. All relevant valves and flow pipes are open, and rads are full. Maybe thermo valves are blocked??? can I clean them without draining system and without letting air into system?

try checking the pin in the valve by unscrewing the plastic valve top from valve there is a brass pin, they jam push it down to make sure its free it should move up and down freely. push it down useing a pair of pliers.
