how can i fix my hoover logic 1300 washer/dryer?

prob a blocked pressure bell..white ball shaped vessel above the heater..if it gets blocked its telling the timer the machine is full of water which in turn brings the heater on which without water will start to smoke..if not blocked you need a new heater.
