How can i fix series 80 kenmore model 110.28882790?

what is wrong when the upper portion of the agitator will not pull clothes down into lower portion of tub? its like a gear is stripped

It sound like the plastic dawgs are worn. Under the plastic cap (that says Dual Action) at the top of the agiatator, you will find little plastic catches called dawgs. Un do the bolt in the center and replace the dawgs. I think they cost about $10, at your local appliance parts house.
