Mend Hoover PE235 Washing Faulty

PROGRAM SELECTOR NOT WORKING?

HOOVER PE235 WASHING MACHINE.
The program selector does not turn nor does it work in manual
but if i turn the power off then move the dial it seems to work.
i was thinking that the module may be u/s.
